Tampa-Hillsborough Action Plan, Inc. (THAP) was founded in June 1987 by Mr. James A. Hammond.  We honor Mr. Hammonds vision today through four pillars of service that we offer to black and minority people that we empower, build, and transform in underserved communities.  These pillars are healthcare, housing, education, and business.  Our nonprofit family of nonprofits currently include THAP, Synergy Health Centers, Inc., and Coastal Bay Properties.  

Tampa-Hillsborough Action Plan, Inc. is a 501c3 Community Economic Development Organization founded in 1987. Our mission is to build lasting solutions for underserved black and minority people to rise above healthcare, business, housing, and education barriers.

We envision a world where systemic barriers are replaced with solutions, and Tampa-Hillsborough Action Plan, Inc. is an Architect of Opportunities for black and minority people to build a lasting way forward for generational stability in Florida, the USA, and globally.
